The incident, which unfolded in public view, quickly escalated into a physical confrontation, with both individuals observed pulling each other's hair. The sudden dispute drew a significant crowd and caused disruption in the area.
Eyewitness accounts indicate that the confrontation initiated when Councilor Roy, who was operating a motorcycle, encountered the young woman, who was on a scooter. Reports suggest a sudden verbal exchange occurred between the two, prompting both individuals to stop their respective vehicles.
Following this, the situation reportedly escalated when Councilor Roy allegedly "slapped" the young woman. The young woman then reportedly "retaliated," leading directly to the physical scuffle that continued in the middle of the road.
